The Research and Development Center (RDC) of the Medical Colleges of Northern Philippines (MCNP) is the center of scientific inquiry of the institution focusing on the context of health and social sciences which will help develop and uphold the Vision and Mission of the Institution. The office is also geared towards developing research studies and protocols to enhance practices and to develop policies that may raise the name of the institution. The RDC is also in accordance to the noble objectives of the institution, to provide excellent services to the stakeholders by providing scientific, valid, ethical, reliable and relevant information.                 The Research and Development Center is also very eager to respond to the different issues and concerns not just in the local setting but also to the international parlance thus, the RDC priorities was also anchored to the different local, national and international research priorities. This is also one way of developing studies and protocols that may address relevant and timely issues in the community. Aligning also the RDC’s Trust to National and International priorities will surely be the springboard of the office to show its concern by providing information to the pool of knowledge so as to participate in to the noble vison-mission of the partner agencies. 

Objectives

  1.  To develop awareness and evolve a research culture among the stakeholders of education in the school.
  2. To conduct qualitative and quantitative researches relevant to curricular programs of the school contributory to the realization to its general trust.
  3. To develop liberal policies and pro – active programs which shall strengthen the various agenda of the school.
  4. To contribute to the reservoir of knowledge with the end in view of improving existing practices and paradigms.

A.Y. 2018 - 2022

Introduction

The Medical Colleges of Northern Philippines (MCNP), Alimannao Hills, Peñablanca, Cagayan, crafted their own Institutional Research Agenda that covers a wide array of issues and concerns not only in the Medical Colleges of Northern Philippines but also on the different partner agencies and stakeholders, local or foreign. The Research Agenda came into being because of the conglomeration of the efforts of the faculty and staff through a workshop and series of consultation spearheaded by the Research and Development Center (RDC). Much of the work and refinement of the agenda was done by the Deans, Program Coordinators, faculty, staffs together with the facilitators from the RDC in which they are dynamic and enthusiastic in the development of such agenda. The group works continuously put together a final copy from where the different departments can choose topics or issues to work on for the next five years. All MCNP researchers are therefore encourage to seriously weigh which project they will tackle for the year from the list of priority topics given. It is thus hoped with the created agenda, selecting a research project will no longer be a problem for MCNP researchers. In addition, the RDC is expecting for a better and more meaningful research outputs worthy of publication in refereed journals.

A. Background

Conducting research is one of the most challenging, creative, and intellectually satisfying activity. Research is an important professional responsibility that develops and advances knowledge from which to base practice. Essential point should be made regarding the importance of participating in research. As human service professionals engage in the research process, they contribute to the development of knowledge and theory and help to identify new practice approaches, validate existing strategies, and improve practice. Through research, professionals are participating in the advancement and refinement of the research process and its application to professional issues and service settings. Every professional who are involved in research today will make significant contributions to the evolution of research methodologies. Research is one of the major criterion in which the accrediting bodies will look into. The department as well as the school is very fascinated in institutionalizing research in its academic environment; research agenda therefore is needed to guide the researchers of every department for a quality and good research products/outputs. The Medical Colleges of Northern Philippines Research Agenda (MCNPRA) is a major document produced by the different Colleges that serves as the School’s guide for conducting research and development efforts. The MCNPRA 2018- 2022 is a consolidation of the research priorities of the different stakeholders and partner agencies through the workshop with the dynamic academic workforce of the school. Each of the core agencies had their research priority setting activities where stakeholders’ consultation is integral in the formulation of their research agenda.

B. Rationale

The challenges of the new millennium have been the focus of attention of many developed and developing nations. The Higher Education Institutions (HEIs) are now gearing up to confront the inescapable about changes to take and is taking place amid this fast-paced society through the introduction of more responsive and relevant reform. To rest on one’s comfort zone today will surely lead to extinction. There is an urgent need for continued quest for ways to improve performance and services to a level that is globally competitive. Innovations and inventions are in demand to respond to life in this highly advanced and highly technological world and education is seen to be the key player in addressing these concerns. With this reality, higher education institutions should consider themselves as the center of this movement, turning out competent graduates with skills matching the needs for employment. Continues evaluation should therefore be in order to assure programs effectiveness and map future directions. The Medical Colleges of Northern Philippines is fully aware of its mandate as one of the delivering Higher Education Institutions in the region and continues to commit and aggressively taking the lead and its role in improving the quality of education in the region by strengthening its research capability and influence in the service area. It is in this context that a new research agenda is crafted for implementation to respond to the school’s need in all its research undertaking so as to improve policies and practices in cooperation and collaboration with identified higher education institutions.

C. Purposes

  • To give focus and direction on research and development efforts that will address the needs of the college.
  • To serve as a guide to policy makers, funding and donor agencies and researchers from public and private sectors should invest to ensure the productivity and quality of life.
  • To help in providing evidence based solutions to vital concerns
  • To serve as basis in maximizing resources for utilization and minimize duplication of research efforts.

D. Framework

The MCNPRA is consistent with the Schools Vision-Mission, cognizant with the different partner agencies research thrust (UNESCO, CHED, DOST etc.) for education and sustainable development and lifelong learning. It aims for the integration of knowledge and practices of sustainable development in education, arts, sciences, technology, management and entrepreneurship. Hence, all research endeavor move towards addressing socio-political, economic, cultural and environmental issues of the new millennium.

methodology

The Medical Colleges of Northern Philippines Research Agenda (MCNPRA) is formulated in response to socio- political, economic, cultural and environmental issues of the 21st century. The MCNPRA is multidisciplinary and participatory, merging and complementing development initiatives of the College and partner agencies. Further, it conforms with the school’s vision-mission alongside the thrust of the United Nations Educational Science and Culture Organization (UNESCO), Commission on Higher Education (CHED), Department of Science and Technology (DOST) and other partner agencies who has thrust in the development of research.

The MCNP Research Agenda (A.Y., 2018- 2022) is a result of a consultation process on relevant issues in the conduct of research. Participants of the consultation workshop representing the Deans, Program Coordinators and vibrant faculty of MCNP identified 1) major concerns in prioritizing research subjects and 2) problems in the implementation of research input of policy formulation, both of which were incorporated in this agenda.

Prioritization of research areas are decided upon by each participant in the workshop, the breakdown for the prioritization are as follows, 35% for the public benefit of the study and 15% for the area of cost, 20% for feasibility and 30% for ethical acceptability respectively. The agenda is reviewed and recommended by the Research and Development Center (RDC) to be approved by the College President and to be confirmed by the Board of Trustees.
